HSQE Manager - Rail Hampshire Circa £70,000 + Car Allowance + Benefits Looking for an opportunity where you are given autonomy to truly implement change across the business? The Opportunity As this well-established Rail Contractor continues to grow, they are currently seeking an experienced HSQE Manager within the Rail sector, to support the delivery of Rail Project across the South of England. As the HSQE subject matter expert, you will take ownership of the Health, Safety, Quality and Environmental function across the organisation, with the freedom to shape the function, influence decision-making and implement improvements that make a real difference. This is a rare opportunity for someone who wants genuine autonomy! The Role You will be tasked with building a positive HSQE culture across the business, across various project sites, whilst also maintaining HSQE standards. This will include; Maintain and improve Health, Safety, Quality and Environmental management systems Manage RISQS compliance, audits and associated requirements Conduct internal audits, site inspections and compliance reviews Undertake regular site visits to support operational teams Produce, review and maintain risk assessments and safe systems of work Deliver toolbox talks, coaching and HSQE training About You You will be comfortable taking ownership, making decisions and working within a growing organisation. You will be equally comfortable carrying out site audits, engaging with operational teams and advising Directors on strategic HSQE matters. If you enjoy being hands-on with design, want genuine project variety, and like the idea of working in a close-knit engineering team where your input actually matters, this could be the role for you. My client is growing their in-house design capability and are looking for a Senior Design Engineer (Civil) to support a wide portfolio of rail infrastructure projects across the UK. You’ll join a collaborative team delivering ancillary civil engineering design across some of the industry’s most recognisable frameworks and programmes. This is an opportunity to stay technically involved while working on projects that are shaping the future of UK rail infrastructure. What you’ll be working on You’ll support design delivery across a diverse range of live and upcoming projects, including: Scotland SPC Framework North West Signalling Programmes Transpennine Route Upgrade (TRU) SRE (Southern Regional Enterprise) You’ll play a key role in delivering ancillary civils solutions that support wider rail systems and infrastructure delivery. What the role will involve As a Senior Design Engineer, you’ll remain heavily involved in technical delivery rather than moving into a purely coordination-based role. Your work will include: Delivering civil engineering designs for rail infrastructure projects Designing ancillary civils including bases, troughing routes, access solutions and equipment supports Undertaking structural and geotechnical calculations and assessments Providing CRE-level technical input across projects Reviewing and checking design outputs in line with standards and project requirements Working closely with project delivery teams, CAD technicians and multidisciplinary engineering teams Ensuring designs are practical, buildable and aligned with real site constraints Supporting site surveys and integrating findings into design solutions where required Why this opportunity stands out A lot of senior engineering roles move away from hands-on technical work. This one doesn’t. You’ll still be involved in meaningful design delivery while gaining exposure to a broad range of frameworks, disciplines and project environments. The team itself is small, collaborative and approachable, giving you visibility and influence rather than being another name in a large design office. The hybrid setup also offers strong flexibility, with only one day a month required in the Doncaster office and accommodation/expenses covered when needed. What they’re looking for You’ll likely have experience within rail civil engineering design and feel comfortable operating in a contractor-led project environment. Key experience includes: Civil design experience within the rail sector Strong understanding of ancillary civils, structural and/or geotechnical design CRE experience, or the capability to operate at that level Awareness of constructability and practical site delivery constraints Experience working for a contractor or subcontractor environment Desirable experience: Chartered status or working towards Chartership Experience supporting or undertaking site surveys Familiarity with Tekla and GEO5 The team fit This role would suit someone who enjoys collaboration and wants to be part of a team with a positive culture and good working dynamic. Spreading festive joy through Revive’s Secret Santa AppealGanymede is delighted to share that the team has once again taken part in the Revive Healthy Living Centre Secret Santa Appeal. A group from Ganymede joined together to put together gifts for ten children from three families. Each child had created a personal wish list, and the team took great pleasure in matching those wishes with presents that will help make their Christmas feel a little brighter. The appeal supports children in Derby who are facing incredibly tough circumstances, so it remains a privilege for Ganymede to play a part in this effort. Referrals are still coming through to Revive even in December, and they are working tirelessly to reach as many children as possible. It is already clear that the number of children they will be supporting this year is set to be higher than ever.Thank you to everyone involved for their enthusiasm and generosity. Understanding the Upcoming Umbrella Company Legislation and Joint & Several LiabilityOn 6 April 2026, new rules under the Finance Bill 2025-26, introduced through the Income Tax (Earnings and Pensions) Act 2003, will come into force, changing how responsibility for PAYE and National Insurance Contributions (NICs) is shared across labour supply chains. The legislation introduces joint and several liability, meaning that liability for unpaid tax can extend beyond the umbrella company to include recruitment agencies and, in some cases, end clients.Implications for Agencies and ClientsWhile the legislation aims to raise standards and reduce non-compliance across the umbrella market, it represents a significant change in risk allocation. HMRC will have discretion to pursue any party in the chain, whether the umbrella, agency, or client, for unpaid PAYE and NICs. This creates a strong incentive for all parties to maintain oversight and ensure compliance throughout the supply chain.The position for clients is also important, as liability can extend to an end client if the umbrella company is engaged directly, or where the umbrella is engaged through a connected person. This might include a parent company, subsidiary, or another entity with shared ownership or control. In other words, liability may arise even where the contractual structure appears at first glance to sit elsewhere in the chain.Ganymede’s ApproachAs an FCSA Recruiter Partner, Ganymede is working closely with its umbrella supply chain to maintain transparency and oversight. The focus is on due diligence, compliance monitoring, and collaboration across the supply chain to strengthen accountability. These measures are designed to ensure that all parties in the chain operate in line with the new legislation, helping to safeguard both Ganymede and our clients from potential exposure under the joint and several liability rules.We have also sought the perspective of the FCSA to reflect the wider industry approach. Deb Murphy, Head of Operations at the FCSA, said:“Joint and several liability makes one thing absolutely clear, every link in the supply chain needs to be confident in who they are working with and how compliance is being managed.Using accredited providers is more important than ever, and FCSA Accreditation gives agencies and clients independent assurance that the umbrellas they engage meet the highest standards. In addition, tools like veriPAYE and Diligence Hub add an extra layer of transparency, allowing agencies to evidence payslip compliance, review financial stability, and maintain clear oversight.
