About the Company & Project

This company are a part of a Dutch based engineering giant with a turnover of £5billion with operations in Europe and North America. The UK arm of the business is a group of companies with a combined turnover of £1billion including dedicated rail, civil engineering, highways, and construction divisions. This specific role is working within the rail division of the business, which since 2010, has seen their turnover grow ten-fold. The rail division has grown dramatically over the past 8 years from around £25million to a projected turnover of £150million. Recently the division rebranded to ‘Rail & Infrastructure’ to increase their offering to the market, and thus adopt a ‘systematic’ rail approach to other UK Infrastructure (such as aviation and private clients).

This Senior Quantity Surveyor role is based within their Projects division, which looks after Network Rail contracts/frameworks and ‘Tier 2’ tendered projects. The schemes are predominantly power and signalling related but incorporates all the structural and civil engineering elements. The roles would be based on the LNW S&T Framework for CP6, which has an estimated value of £175million with foresight of at least the first 3 years of project delivery. The team will be based out of two different locations on the route, Birmingham, and Manchester, although this particular position is based solely out of Manchester.

About the Role

Reporting into Senior Commercial Manager and Programme Manager, the Senior Quantity Surveyor will be working on the LNW S&T Framework (Northern based projects) out of Manchester overseeing 2-3 schemes at a time, depending on value etc.

The contracts are set to be NR12, which is a reasonably new contract, but similar to ICE. This will be based on Target price, which means a Pain and Gain shared responsibility. This means in particular; the Senior Quantity Surveyor will need to be able to make decisions on whether to take ‘pain’ on certain aspects due to the relationships with the client. The frameworks will be run collaboratively with Network Rail, as the tendered projects are ran with the client.

The projects will be a mix of Signalling and telecoms works and range enormously in value between some ECI contracts (site investigation, surveying works). As well as signalling and telecoms works, this will also include numerous level crossing renewals throughout the route, so these are very much multi-disciplinary projects! Much of the works is related to ‘life extension’ which will see Network Rail spending money on replenishing their S&T assets (signal boxes, gantries etc) across the LNW route, rather than spending mega money on brand new infrastructure.

As Senior Quantity Surveyor your responsibilities will include:

  • Browse and request source records using new NRG system
  • Undertake a take-off of material items and establish lead times for key items.
  • Produce a CPP in line with PCIP (required from NR)
  • Produce a survey WPP
  • Undertake cable route surveys and take photos within each location to allow decisions of spare capacity to be made.
  • Produce a constructability report including Access strategy, delivery strategy.
  • Produce a programme which covers the above ECI
  • Input into shared project risk register.

The Ideal Candidate

  • An experienced Senior Quantity Surveyor or an experienced Quantity Surveyor ready to step up
  • Rail experience would be ideal however someone with civil engineering (NEC) experience would succeed in this position
  • Experience working with Tier 1 or Tier 2 contractors
  • Relevant qualification in Quantity Surveying
  • Lives within a commutable distance of Manchester
