Job Title:    HS&E Advisor

Reports to:  Directly to HSE Corporate Manager UK for functional matters

                    Directly to Client & Project Manager for all project matters

Location:

British Embassy Baghdad, may be required to travel to other project locations on request of project manager.

Key Result Areas:

Client and Customer Satisfaction in the healthcare services part of the contract, and all aspects of Service deliver throughout the contract

Salary and benefits:

  • £4300-£4500 p/m 
  • 6-month contract
  • 3 weeks fully paid leave every 10 weeks (rotational leave required to be flexible to the project requirements and may need changing with little notice in emergencies)
  • Flights, visa, accommodation, meals, laundry, uniform provided
  • For circumstances outside of company's control travel may be restricted, this could lead to either extended periods of time on-site or not being able to deploy e.g. COVID-19, security risks. How this is treated will be managed on a case by case basis.  

 

Qualifications, Experience and Skills:

Essential:

  • Have experience in Soft and Hard Facilities Management, and construction related activities
  • Keeps informed of regulatory requirements and HS&E standards/good practice
  • Should have good interpersonal skills, is able to positively influence management.
  • Should have good IT and research skills.
  • Should have a minimum of three (5) years relevant experience.
  • Required to undertake extensive personal development and training.
  • Required to have NEBOSH Diploma level professional qualification
  • Should have experience of working with a multinational workforce.
  • Preferably should have significant expertise to be a subject matter expert in one or more key areas of health, safety or the environment.
  • Excellent English written and verbal communication 
  • Able to pass security checks including police background checks

Desirable:

  • Previous experience of working in remote and hostile environments is an advantage

  • Core Responsibilities and Duties:

 

Key Responsibilities

  • To provide technical expertise and advice about safety, environmental, welfare and health matters to the client, Contract Manager and client contract staff. Assisting the client with their audits and conducting audits autonomously. Reporting directly to the client.
  • Assist the project management team in implementing GS HS&E management and Food Management systems.
  • Assist the project management team in the planning, development and implementation of project specific HS&E management systems.
  • Supervision of the safety practices conducted by the project delivery team
  • Implementation and upkeep of the corporate HSE strategy across at all sites.
  • Role covers multiple sites and support will be required to all sites simultaneously whether remotely or in country.
  • Role requires travelling and working at different client sites at requested by the project manager.
  • Rotational leave required to be flexible to the project requirements and may need changing with little notice in emergencies – flexibility required.
  • Wearing of body armour (jacket & helmet) may be necessary when carrying out all duties
  • Other tasks as designated by the Contract Manager and/or Project Manager in support of the contract
  • Ensure that the good name of the Contracting Entity is upheld at all times
  • Ensure compliance with Contracting Entity COBC and ethics policy including all FCPA and Bribery Act rules and regulations
  • Not to conduct tasks outside of the contract scope without prior permission from the Project Manager

Tasks

  • Ensuring that all client properties comply with the full policies and procedures and standards making up the Authority’s Health and Safety Framework.
  • Give H&S presentations as and when required on the town hall meetings and to client personnel  
  • Conduct quarterly Food Safety Audits, in-line with the ISO 22000 standards.
  • Monitoring & Recording off all AQI meters on-site.
  • Conducting regular audits and implementing appropriate recommendations
  • Assisting in Property Compliance Assessment management and adherence.
  • Compiling risk assessments by providing advice and guidance to those working in specific areas
  • Conduct and complete Fire Risk Assessments, COSHH, Hand Vibration/Noise/PPE/Risk Assessment/Manual Handling etc.
  • Provide efficient Health and Safety operation with a system of regular review checks.
  • Regular reporting to the Authority’s Representative.
  • Undertaking site audits and verification of other local monitoring activities, either individually or as part of a team.
  • Reporting and assisting subsequent investigation of accidents, near miss and environmental incidents.
  • Assists in the development of local protocols, guidance and training materials.
  • Serves as a member of the client project management team.
  • Conducts training, either individually or as part of a team including behavioural based competency training and supervisor HSE packages
  • Induct all of the Contracting Entity new starts with Zero Harm training and HSE inductions
  • Attend and advise on project meetings.
  • Extensive liaison with International workers and Local National workers on a range of health, safety and welfare issues. 
  • Hold quarterly H&S meetings, taking the minutes and publishing for the client.
  • Assist project management in maintaining audit/action registers
  • Assist project management  in maintaining Courage to Care registers
  • Assist project management with regular project HSE committee meetings
  • Introduce and manage HSE initiatives as required of Corporate and or Project management.
  • Attend and contribute to a weekly HSE telephone conferences following the set agenda
  • Produce a monthly HSE summary of activity and submit to HSE Corporate
  • Ensure adequate HSE cover during periods of absence
  • Assist management in the development and currency of project HSE plans and Environmental aspect and impact registers
  • HSE Reporting to client and contracting entity
