Working Job Title: Fleet Manager 

Reports to: Contract Manager/Project Manager 

Location: British Embassy Baghdad, may be required to travel to other project locations on request of project manager.

Key Result Areas: Client and customer satisfaction in each area and all aspects of Service Delivery throughout the contract

 

Qualifications, Experience and Skills: 

  • Minimum of an NVQ 3 Motor Vehicle Maintenance/Mechanical Engineering or City & Guilds Motor Vehicle Technician’s Certificate - Part 3, Motor Vehicle Craft Studies - Parts 1, 2 and 3
  • Minimum 5 years’ experience in the management of a vehicle workshop. 
  • IOSH qualified
  • LOLER qualified
  • PUWER & Pressure Systems Experience
  • Be highly motivated, strong, confident and articulate. Be client facing and have good people skills and a sound communicator.
  • Have a proven track record in the management of a large team in a busy and demanding environment.
  • Substantial knowledge of the principles and construction of motor vehicles and the working of the major components. A thorough understanding of the operation and testing of petrol and diesel engines, both normally aspirated and turbo charged.  Has a comprehensive knowledge of the operation, testing and repair of vehicle electrical/electronic systems, both hydraulic and pneumatic, have substantial knowledge of automotive air conditioning systems.
  • The Fleet manager will have a minimum of 5 years’ experience in vehicle fleet management at all levels. 
  • Experience of managing armoured and soft skin vehicle & plant fleets in a hostile environment from both security and geographical perspectives.  Specific experience will include: Armoured vehicle ECM power systems, Bobcat & Mercedes-Benz Minibuses, 
  • Planned and reactive maintenance management, including scheduling major servicing & minor refurbish/regeneration programs.
  • Armoured vehicle maintenance, particularly up-armoured civilian vehicles such as Toyota Landcruiser and Nissan Patrol types
  • Spares procurement in a challenging environment
  • Stores management
  • Commercial responsibility with at least partial P&L 
  • Working within an ISO 9000 compliant environment
  • Understanding and appreciation of the underlying principles of ISO 14000 and ISO 18000 compliance. Have a comprehensive knowledge of Lean Engineering & Quality Inspection techniques
  • Be computer literate in Microsoft Office, including Excel, Word and Outlook.
  • Full driving licence including C+E, Fork Lift Truck Licence 
  • Holds valid or able to get UK SC clearance 
  • Excellent written and verbal English language skills 
  • Fork Lift Truck Instructor (desirable)

 

 Core Responsibilities and Duties: 

The Fleet Manager is responsible for the management, delivery and performance of all vehicle related maintenance and repair services in support of the respective contract. 
  • Management and delivery of the contracted services.
  • Effective commercial performance of the contract.
  • Client liaison through regular meetings and reporting.
  • Compliance with the Health and Safety at Works Act and Corporate HSE policies.
  • Commitment of resources deployed to meet contractual requirements.
  • Carry out training of Locally Employed / Foreign National Staff
  • Management of all sub-contractors.
  • Ensure all corporate and in-theatre policies are adhered to by all contract staff.
  • Provide day to day management of all aspects of service delivery.
  • Investigate faults and problems and advise on contract service delivery and related matters.
  • Ensure all elements of the contract are performed in a commercially effective manner
  • Provide the in-theatre interface to UK
  • Supervise and ensure all contract support work is managed financially within budget.
  • Provide a 24/7 Customer Focal Point service to mange the operational needs of the Client.
  • Maintain a close relationship with the client through regular meetings
  • Prepare and provide routine and ad hoc management reports as required.
  • Participate in the Management of Health and Safety; in particular undertake regular inspections of Sites and sub-contractors
  • Manage all in theatre manpower aspects of the contract
  • Manage Expat, Foreign National and Local National staff leave rotations ensuring all tasks are covered at all times
  • Order and maintain client owed parts, oils and lubes stocks. 
  • Ensure compliance with all FCPA and Bribery Act rules and regulations
  • Train and develop all staff in relation to their tasks and responsibilities
  • Possess strong cultural awareness with the ability to manage a diverse workforce in an open and fair way
  • To maintain the serviceability of Armoured and soft skinned vehicles whilst undertaking technical, administrative, billing and client facing duties associated with the complete management of a vehicle maintenance facility.
  • Carry out preventative and corrective maintenance, diagnostic fault finding, inspections and modifications to vehicles and Plant.  
  • Carry out lifting equipment inspections
  • Stock management and forward planning to enable efficient and cost effective parts ordering whilst minimising risk of not having parts when required 
  • To provide an initial assessment of the condition of the armoured vehicle fleet, client maintenance facilities, stock  policy and holdings, skills analysis of existing mechanics, and current maintenance systems.
  • To prepare a clear strategy to address any shortcomings and to establish a comprehensive vehicle maintenance system that achieves the highest standard of service
  • Ensure that the facilities, and those that work in the facilities, apply the principles of Quality, Health and Safety, COSHH, Engineering Hygiene, Risk Assessments and safe working practices in a hazardous environment.
  • Rotational leave required to be flexible to the project requirements and may need changing with little notice in emergencies – flexibility required.
  • Wearing of body armour (jacket & helmet) may be necessary when carrying out all duties
  • Other tasks as designated by the Contract Manager and/or Project Manager in support of the contract
  • Ensure that the good name of the Contracting Entity is upheld at all times
  • Ensure compliance with Contracting Entity COBC and ethics policy including all FCPA and Bribery Act rules and regulations
  • Travel to various locations covered within the contract (e.g. Middle East/Africa) to cover emergencies as requested by the Project Manager
  • Not to conduct tasks outside of the contract scope without prior permission from the Project Manage

 

Additional Duties:

To complete training client and Contracting Entity staff on the following:

  • LOLER & PUWER
  • MHE Operator (for inspections)
  • IPAF/PASMA (e.g. scissor lifts)

 

Salary package:

  • £47.5k p/a (£3958.33 p/m)
  • 3 weeks fully paid leave every 10 weeks spent on site
  • All flights, visas, uniform, PPE, laundry, meals and single-occupancy accommodation provided free of charge
