Ganymede has been awarded a long-term contract through the Southern Renewals Enterprise’s Safety Critical and Contingent Labour (SCCL) framework to supply safety critical and contingent labour resources to the Southern Renewals Enterprise (SRE), further strengthening its position as a trusted workforce partner within the UK rail sector.
The contract, which commences in April 2026, will see Ganymede support the delivery of one of the most significant rail infrastructure programmes currently underway in the UK. Through this agreement, Ganymede will provide a consistent supply of highly skilled safety critical personnel and contingent labour, supporting the safe and efficient delivery of renewals work across Network Rail’s Southern region.
Unlike traditional labour contracts, the appointment forms part of SRE’s SCCL framework - a standardised, collaborative approach designed to ensure consistently high levels of safety, competence and assurance across the Enterprise.
Supporting a Major Collaborative Delivery Model
The Southern Renewals Enterprise is a 10 year, £9 billion programme established in April 2024 to transform how renewals are delivered across Kent, Sussex and Wessex. The model brings together Network Rail and key delivery partners VolkerFitzpatrick, Octavius, AtkinsRéalis and VolkerRail.
Designed to improve efficiency, productivity and long-term value, the SRE model moves away from traditional delivery structures. Instead, it focuses on integrated, multi disciplinary working, enabling better planning, stronger collaboration and more consistent delivery across the lifecycle of renewals projects through to 2034.
By aligning partners under a single enterprise approach, SRE aims to drive safer delivery, reduce costs and improve performance across a complex and heavily used part of the UK rail network.
Working Within the SCCL Framework
Ganymede’s appointment sits within SRE’s Safety Critical and Contingent Labour (SCCL) framework, which has been established to create a single, consistent way of working across safety-critical roles within the Enterprise.
The framework brings together a defined group of Ecosystem partners under shared standards for competence, compliance and workforce assurance, supporting safer delivery and greater consistency across programmes operating at scale.
As a framework partner, Ganymede will work collaboratively alongside SRE and its delivery organisations to support planning, mobilisation and delivery in line with the Enterprise’s long-term objectives.

A key requirement of the SRE model, and a central objective of the SCCL framework is the ability to access a reliable, compliant and highly skilled workforce at scale. Ganymede’s role within the programme will be to ensure that safety critical and contingent labour requirements are met consistently, supporting delivery teams across a wide range of disciplines.
With extensive experience across track, civils, signalling and wider rail technical disciplines, Ganymede is well positioned to support the operational demands of a programme of this size and complexity. The business will work closely with SRE partners to provide workforce solutions that align with programme timelines, safety standards and evolving delivery requirements.
